Where can I find out if someone is really a certified scuba diver?

Is there a place to check if someone really is certified scuba diver? Is there a web site? Who keeps track of the certifications? Thanks
There is a guy that wants to dive with us says he is certified but I don’t think he is. We did ask for card said he lost it, getting a new one. Everyone else thinks I am over reacting. I think if he is not its putting everyone at risk.
