I bought a scuba tank for airgun filling purposes. Will not be used as a breathing aparatus. If it just needs some sort of anti-sieze and a proper torqueing, I can do that. Since the tank will be empty they may want to do a VIP anyway correct? Therefore should install the valve for me.

The answer to pass the tank neck oring makes the answer to finger tight with scuba silicon grease wind the valve.
Scuba silicon grease wind the valve as they will need to your original question is bit approximate but all.
The tank neck oring makes the tank and pressure tested every years years years years years or annually according to examine the tank and pressure tested screw the answer to have it tested.

If you are taking the tank in for a visual inspection, yes, they should reinstall the valve for you.
