The bsac british sub aqua club sets its minimum age is 10 years old do let younger children from years though they do let younger children.

To add to Pheonix2’s comments about PADI:
10 and 11 year olds can be certified as a Jr. Open Water diver. They must dive with a parent, guardian, or PADI Professional (divemaster or instructor). The dive is not supposed to be deeper than 40 feet.
12 to 14 year olds also can be Jr. Open Water Divers. The must dive with a certified diver that is of legal age. Legal age is defined as 18 years old (or old in some areas).
15 and older is no longer considered “Jr.”.
