The water is clear enough to see through in north america but in hawaii you can check out hanama bay.

Florida is great. Many dive schools/operators there.
California is a good deal colder but some lovely diving. Check out Catalina island and the surrounding islands.

For you can expect water may you dont want to spend fortune in may you want to dive.
